Cynthia J. Billings-Dunn
Cynthia Billings-Dunn is a partner with AsherKelly. She has over 30 years of experience—as well as extensive advanced education and training—in the area of employee benefits law.
Cynthia provides counsel to municipal retirement and health systems, multiemployer fringe benefit funds, associations, and other businesses. She obtains IRS Determination Letters for client retirement systems, negotiates settlements with IRS and DOL during plan audits, represents clients in contract interpretation, attends publicly held meetings, and assists her clients in remaining compliant with state and federal benefit law.
Cynthia is extensively trained in her area of specialty. She has completed the Certified Employee Benefit Specialist Program, conducted jointly by the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania. She has also earned “Qualified 401k Administrator” and “Qualified Pension Administrator” designations from the American Society of Pension Professionals and Actuaries.
Cynthia is currently pursuing a professional designation as a “Certified Pension Consultant” from the American Society of Pension Professionals and Actuaries.
